INTRODUCTION

Greetings.

These are copies of emails I have sent regarding updates with the MCSO Mapping CAD system. I've created this page to give us easy access to this information - I'm hoping everyone will use this site for any 'friendly reminders' they may need on various subjects.

Future emails will be posted as well; you may wish to bookmark this site for easy access in case you need a little refresher every now and then (like me).

Greetings.

Except for the Hale, the tow rotation should now work correctly for all P&R's.

I hope to correct the Hale shortly; as usual, if you find anything amiss, please let me know.

There are some areas in the County that are not working correctly for the 'CITY' tow beat; (so far, some of the Park and Rides are the only areas that I know of that are in error, but there is likely other locations as well).

Unfortunately, this won't be immediately correctable. Until it is fixed, and if you have to tow vehicles in areas that should be in the 'CITY' tow beat but are coming up as Freeway Tow Beats, you will have to do the following:

1) Change the address of the call to a location that is on the city streets away from the freeway. For instance, the College South Park and Ride (address = 1801 W College) is incorrectly giving us the Freeway Tow Beat. In the comments field you can change the address by using the syntax:

AD;2000 W College

(or change the address in the address field)

2) After you have changed the address to 2000 W College, (or choose any address that is away from the freeway, it doesn't have to be this specific address, just an address a couple of blocks away from the interstate - or even the Safety Building - 821 W State St - will work - it's just a temporary change, so it doesn't matter which one you use)- after you change it, you can then use the SE command and it will give you the correct 'CITY' beat tow rotation.

3) Send the tow according to the next tow vendor in the 'CITY' Beat rotation

4) Change the address back to the correct location.

I know this is a pain, hopefully it won't affect too many tows. It should only be affecting certain Park and Rides. (College N & S, Ryan, Hale, Good Hope, 76th St are known errors).

As stated before, adding comments in the SU Comment field is extremely important, especially on retracted tows. Most people are adding these comments as required, however, there are still some omissions. Our records must reflect specific reasons on the exact reason a tow was cancelled or retracted, so it is very important to follow these procedures. BE ADVISED:

During the address verification process it is now even more important than ever to choose the correct beat. See the info below for a friendly reminder.

Why?

With the addition of the 'CITY' beat, if you choose the wrong beat on freeway locations - for instance the MWPD beat as seen below when you really mean 4A - you will get the rotation list for the 'city wide rotation', not the 'freeway rotation'. In the past, if you chose the wrong beat (MWPD) you would get an error when attempting to use the SE command. With the 'CITY' beat added, all areas in the county are linked to a rotation, so the SE command will work for any address in the county, not just freeway addresses.
So, make sure you choose the correct beat when the tow/incident is on the freeway!

As a Correction to the image below: it says , 'if you do not choose the sheriff beat, the tow rotation will not work'. Well, as explained above, that's no longer true. If, in the example below you choose MWPD beat instead of the sheriff beat you will get the 'CITY' beat rotation, which you don't want on the freeway.

Per Captain Tylke:

From now on, all tows in the county are to be chosen from the tow rotation. Be advised: the Freeway Sector Tows remain on the same rotation as they have been in the past! However, there is now a city-wide tow sector which all other tows will be chosen from. All of our tow vendors are in the City Tow Sector; regardless of the incident location, we are to choose the top tow vendor from this new rotated list.

(For important information on choosing the correct beat for freeway locations, please see the info above).

As expected, we will be using the same procedure (using the SE command) to choose the city-wide tow rotation. As with the Freeway Tow Sectors, the correct tow rotation will pop up automatically when the SE command is used. As always, choose the top tow vendor in the list. The following is a friendly reminder on using the SE command:

And just a reminder: The Freeway sector tows remain the same. Only one tow vendor is assigned to each tow sector on the freeway.

Also, to clarify, this new rotation is in the 'primary tow rotation'; these off-freeway tows are not to be taken from the secondary list any longer. If someone has called their own tow, (on or off the freeway) then that can be chosen from the secondary list.

As usual, anytime tows are cancelled or retracted, comments must be entered in the proper fields. Please peruse the reminder below:

Adding comments into the SU form for Cancelled and Retracted Tows.

In the image below, please note the location of the SU # in the audit trail; we need this number to bring up the SU field associated with this particular tow.

In this case the tow number is 7455. If you are entering comments on the same day as the call was created, then those four numbers are all you need. The syntax on the CAD Command line is:

SU.7455

(then F10 to transmit) This SU Comment Form is shown in the bottom screen below.

Please enter the appropriate comments in the field designated:

In this particular case, the vendor did not have a flatbed, so that comment is entered in this field.

These comments are necessary; if a tow vendor is not fulfulling its obligations, our records must reflect specific reasons on the exact problem with said tow vendor.

Greetings!

The tow vendors in the tow sectors have changed.

Be advised, even though there is only one tow vendor per sector, we will still need to use the tow rotation to 'send' the tow; obviously it will not be needed to rotate vendors but we must be able to track the numbers of tows and also report any problems with the tow vendor meeting the time and/or equipment requirements.

Please peruse the following procedures. There are a few modifications:

Use the SE command to 'send' the applicable tow vendor.


The 'C' and 'R' commands are to be used for the same reasons as we have in the past:

Cancellations ('C') are to be used if the owner returned to the vehicle, the vehicle started and they moved it off on their own, or a valid driver arrived, etc. Since there is only one tow vendor in each sector, the same tow vendor will always be on the top of the rotation list, but it is still important to enter this information for reporting purposes. Please enter a comment in the SU screen/comments field explaining why the tow was cancelled.

Retractions ('R') are to be used if the vendor is unable to take the tow; i.e. their phone line is busy, they don't answer, they don't have the proper equipment (perhaps a flatbed is required, but they don't have one available), etc. Again, even though they do not technically lose a turn in the rotation (since there is only one tow vendor per tow sector) it is still extremely important (even more so now, actually) to enter the 'R' and provide specific reasons for the retractions in the SU/Comments field.

***If the tow vendor is unable to comply with the tow request, call the tow vendor adjacent to that sector for the tow; however be advised, this information must be entered in the SU Comments Field so we know who towed the vehicle and why the assigned tow vendor was unable to perform the tow.***


These comments are necessary; if a tow vendor is not fulfulling its obligations, our records must reflect specific reasons on the exact problem with said tow vendor.

***REMINDER*** Not to repeat myself but...

If the tow vendor is unable to comply with the tow request, call the tow vendor adjacent to that sector; however be advised, this information MUST be entered in SU Comments Field so we know who towed the vehicle and why this action was taken.

January 12th, 2006

Just a friendly reminder for freeway locations on I94 and I43 at the cross streets 108th St/Hwy 100.

On I43, even though the freeway directionals are N/S bound, you must use W or E bound for CAD to recognize the address - example - I43 E/HWY - (this is actually NB on the freeway signs); likewise - I43 W/HWY - is SB on the actual freeway signs. Be advised, 108th St is also available on I43, in both directions (W/E bound).

On I94, things are a little confusing as well. North of I94, 108th St is technically Mayfair Rd. South of I94, the name is technically 108th St. So, if you are going WB, Mayfair Rd is an option, but if you are going EB, only 108th St is an option. However, there is good news! HWY 100 will work for both directions (E/W bound).

***So, the bottom line is:***

At Hwy 100/108 St, you may wish to use HWY 100 for both I43 and I94, (both are W/E directions) - for me, anyway - it's easier than trying to remember all the options!

Also, just a friendly reminder for this area:

You may wish to use 'MHC' as your location when looking for sites in this area. For instance, say something is going on in 44F; if you enter 44F as the location you may or may not get a verified address (these are added as aliases and sometimes after a refresh they disappear. I may or may not have re-entered these. If not, obviously you will not get the verified address.) Sooooo, I use 'MHC' as my address and then choose from the list. You can enter 'MHC 4' and get just the wards that start with 4, or 'MHC C' to get the Courtroom, 'MHC P' for PCS, etc., etc. (Note there is a space necessary after MHC). Using 'MHC' should guarantee a verifiable address.

Please be advised all fire department calls on the Airport Grounds should be routed to the Airport Fire Dept, 747-5329.

Likewise, any calls requiring law enforcement on the airport grounds should be routed to the deputies at that office, 747-5360.

CAD may not provide the correct info; until CAD can be corrected please peruse the map to become familiar with this area so calls are routed to the correct agency!

Original Email August 1st, 2005

I needed a refresher course on how to assign tows from the secondary tow list. Here's the info in case any of you have the same problem!

This Secondary list will have to be used for tows in the Marquette Construction area.

ASSIGNING A TOW FROM THE SECONDARY TOW LIST:

SE [F10]

ENTER INCIDENT #

Enter an ‘S’ in the ‘In Rotation’ field (to pick from the Secondary Tow List) [F12]

This will give you a list of all the tow companies we currently have entered in CAD. These are not rotated. Simply choose the tow vendor requested by entering an ‘S’ in the Action Field next to that vendor. If the tow vendor you want is not there, choose the tow vendor ‘ALT’. Once the tow vendor is chosen, we then must also enter comments on why this specific tow vendor was called. For instance, ‘operator requested AAA’, or in the case of ‘ALT’, you need to enter the tow company called; ‘operator requested Sam’s Towing’.

For the Marquette Tows, we choose Road Patrol or All Roads depending on whose turn it is (or Rays - heavy tows only) and then enter 'Contruction Tow' in the comments field. Cheers!

Greetings.

Be advised, Tosa FD has changed the addresses for several locations on the Institution Grounds. I'm certain many of the employees who work at these locations may not even be aware their address has changed. This may cause some confusion, but the addresses in CAD are the new ones given to us directly from Tosa FD, so we need to use those especially when calling Tosa for backup, etc.

You will also notice some slight changes and a few different choices during address verification for FMLH, CHOW, and other locations on the grounds. I tried to reduce the number of choices when possible, but if there are some specific locations missing or you want some added, let me know.

Good morning, afternoon and evening. Here are the latest additions/corrections, etc. to the CAD.

When you enter 'CITY OF ...' for the city patrols you will no longer see an address assigned for these locations. Hopefully, this will prevent any misunderstandings about the specific location of the squad - - - since there is no specific location for the squad during city patrols.

WALMARTS, WALGREENS

I have tried to enter all of the Walgreen stores. Since there is a 'plethoria' of them, and more constantly being built, I'm sure there must be one or two that didn't make it, but for now at least, most Walgreen locations should provide a verified address.

Walmarts have also been added.

Clyde's radio sites have also been added. They all start with an 'RS' (for 'radio site'). To peruse the list simply enter LD.RS, or go directly to the site name, if you know it, by typing the name, e.g. RS BROWN DEER PARK. If it's necessary to respond to one of these locations, it might be easier to use the RS, and then scroll through the choices.

The Granville X has now been corrected. You should be able to enter US45/Gran or STh145/Gran and get a choice you want.

As usual, if you run into a location or a street that is not in CAD, please advise!

Hello.

This information has been discussed in the past, but just thought we could all use a friendly reminder regarding CAD locations, especially at city/village boundaries. Some boundaries do not give us correct information, for instance the address of 3401 W Good Hope - this is the boundary between Milw and Glendale (use the ATM map to show you this area - I can't provide visuals at this time!) - CAD shows only Milwaukee choices, but odd numbered addresses are actually in Glendale.

This is an ongoing issue, and has no quick-fix - so it is important to be aware of the city/village boundaries so that you can recognize an address that is near a boundary. I find it helpful to view most locations via ATM and see exactly what's going on there so you can ask specific information from the caller. For instance, looking at the above address, 3401 W Good Hope on ATM, you can see that N of Good Hope is Milw and S of is GLPD. I would ask the caller if he is N of or S of Good Hope, and then transfer accordingly. If you are at two, or more, boundaries and you're not sure what the cities are, use the Information Icon and click on each area; that will tell you the city.

Not all boundaries are incorrect, but it is important to realize CAD is not always giving us the complete picture. Any questions, please don't hesitate to ask.

Starting immediately, per Sheriff Clarke, we are to begin tracking the times MCSO requests backup from other agencies for freeway incidents. This would include helping us close ramps, taking accidents or whatever. The new modifying circumstance to use is:

BU

This can be entered in the modifying circumstance field or in the comments field using:

MC;BU

Please make sure the reason for the backup and the agency or agencies that backed us up are in the audit trail!

So, for information, here are the modifying circumstances that we currently use for reports:

I thought it might be easier to enter field inspections in the city limits if there was a valid location in CAD. We now have that choice. If you enter

CITY OF as a location, we can now choose the appropriate city the squad is inspecting. For instance,

CITY OF BAYSIDE
CITY OF CUDAHY
etc, etc.

If you do CITY OF all of the cities will be listed; my suggestions when dispatching is to enter CITY OF and then the next 2 or 3 letters of the city, like this:

CITY OF BAY
CITY OF CUD
CITY OF WES
CITY OF WHI
etc, etc.

This will avoid problems with the different ways in which a location can be entered, (i.e CITY OF MILWAUKEE STREETS, MILWAUKEE CITY AREA - etc, etc - neither of these will provide a valid location.

Please be aware of the following:

1) These locations are in CAD at specific intersections but, obviously, the squad ***might not be any where near here*** - the squad is simply in the city limits you chose.
(This has been changed, there should be NO SPECIFIC LOCATION tied to any of these 'City of' locations, SRR/sept2005)

2) I've suggested using only the first 2 or 3 letters of the city because of space restrictions, some city names would not fit in the field. If you do a perusal of the way these are entered (i.e. LD.CITY OF) you will see, for instance West Milwaukee had to be shortened to CITY OF WEST MILW, another example is CITY OF WHITEFISHBAY (note whitefish bay is one word)

3) For consistencies sake, all of the cities begin with CITY OF even though some are really Villages. I thought it would be easier to have them all the same rather than remembering which ones are Villages and which ones are Cities (Maybe that's just me). It also saves valuable space in the field.

4) I hope this makes it easier, it's kind of a pain to have to bypass. If you still want to bypass, that's up to you!

The AMBUL type is associated only with the FD agency. Therefore, if you need to bypass an AMBUL call, you will have to change the Agency to 'FD' when the bypass form pops up.

As a side note, if you do not sign into the FD agency when you logon to CAD, you will not see any calls with the AMBUL type in the pending queue. So, it's a good idea to sign on to both MC and FD agencies when you sign in. Cheers!

Until further notice, the branches are not in the CAD (i.e. BR9, BR24, etc), the generic location (Branch 9, etc) can still be used, but it does not give the specific location.

My suggestion is to use the "Branches PrePlan" - just open it and keep it open so you will have the info if needed.

However, always confirm the location with the caller because the branches may change without notice.

Hi!

Just a few friendly reminders regarding the tow procedure:

Please always choose the top tow vendor in the rotation - if the top tow vendor is not called a comment must be entered in the SU comments field explaining why the first vendor was not called. And please - use the next tow vendor in the rotation!

Retractions (R) should only be used when a tow vendor has failed to provide service according to their contract with the county (they failed to answer the phone, constant busy signal, or they don't have the proper equipment to perform the tow, etc). It is especially important to note the reason why the 'R' was used in the SU comments field because using the R causes the tow vendor to lose their turn in the rotation.

TOW SECTOR MAP

The Tow Sector map is available in the Preplan area of the ATM map. This map will show you the tow sector areas and the tow vendors for each sector. These tow sectors should not be confused with the patrol sectors; they are two different things.

A friendly reminder regarding the Tow Policy:

1. For incidents that require more than one tow, the same tow vendor should be sent for all of them, however, use the SE command only once regardless of the number of tows. Of course, you will still want to indicate (in the audit trail) when you have made these subsequent calls for the additional tows.

There is an exception to this - if the same vendor cannot handle all the tows, give them what they can do, then give the remaining tows to the next vendor in the list (this will require an additional SE command, but only if different vendors are sent!)

2. There has been some confusion on when to use the 'C' (Cancel) or the 'R' (Retractions) commands.

3. Very few people are entering information using the SU.Tow# command. I know it's a cumbersome task to Cancel and Retract tows, but while you are in the SU screen to perform the C or R command, please remember to add a note in the comments field ('Cmts') on why this action had to be taken.

Please be advised there is both a W Argonne Dr and a N Argonne Dr.

N Argonne Dr is N of Concordia Ave and is only a short little road. In ATM N Argonne Dr is incorrectly entered as N 100th St. If you do a LD (ARG/100th) or (ARG/CONC) you can see where this error is exactly.

Also, be aware this area is on the border of Milw and Tosa (S of is in Tosa).

COURT BRANCHES AND ATM REMINDER

The specific info on court branches are now (once again) in CAD - to bring up the location and phone number, enter only BR as the location, then choose from the list. As discussed in an earlier email - CAD is not recognizing the location if you add the number after the BR, so for now, we can only enter BR and then choose the correct branch number from the list. (If you enter BRANCH, you will get choices, but it will not give you the exact location or the phone number).

Not all branches are in, so you may have to use just the generic 'Branch #'.

JUST AN FYI -

The corner of Howard and Howell is a good example of how CAD recognizes intersections. As you can see from the image below, the first choice listed is not always the best choice!

At first glance, you may pick the first choice. This would not be wrong, because it is the exact same location as #2 and #3, however, the #1 location is very confusing, but still not an error.

Howell is where E Howard and W Howard meet, so there are 3 viable intersections that CAD will recommend.

#1 is showing the intersection of E Howard and W Howard
#2 is showing the intersection of E Howard and Howell, and
#3 is showing the intersection of W Howard and Howell.

If you did a location detail (LD.HOW/HOW) with each of these choices, ATM would take you to the same intersection no matter which choice you choose. However, in this case, the first choice is just too confusing - sooooo, please be sure to look at the choices carefully - ! Thanks.

Also be aware of the slash; the slash indicates to CAD that you are looking for an intersection. If you are not looking for an intersection, don't use the slash!

The 'shortest path' function in the ATM does not work properly. If you use it, it will provide a path, but it does not take into account one way streets, n or sb directions, etc. So, you can use this function but be aware ATM is providing the shortest path based on actual distance, irregardless of one-way streets, N or SB directions, etc. (for instance, it could show you going EB in the WB lanes!)

If you are having any trouble with the SE command not working please make note of the location and let me know - there are two possible explanations. The Tow Layer needs to be tweaked some more, or when you are choosing the location during the address verification process, you are choosing the city beat vs. the sheriff beat.

For example during address verification on the location I94 E/76th st, there are two choices, like this

1. I94 E/76 MW MWPD
2. I94 E/76 MW 2A

If you choose the 1st choice, the SE command will not work, because it's not in the sheriff beat. (However, you can choose from the secondary list) This is not really an error because these are at boundaries and this is how it is designed to work, however, there may be 'tweaking' possible so we can avoid this in the future.

Again, please make note of the location if you are having trouble, and put a copy of it in my mailbox, or send me an email.

Just a friendly reminder:

The security check points in the CH (Courthouse) and SB (Safety Building) are in CAD several different ways.

1) "POST#" - some time ago, they were referred to as "Post1, Post2, etc. If you do a Location Detail on 'post' you will get the whole lineup,(i. e. LD.POST = all the posts, plus a few post offices as well.)

2) They can also be brought up by the closest main entrance, for instance, POST4 can be verified with MAC SQ SEC; POST1 can be verified using 9TH ST SEC ; POST3 can be verified using 10TH ST SEC, etc.

Here are the Aliases you may wish to peruse regarding these security checkpoints. These also include the telephone extension number:

STATE ST SEC
MAC SQ SEC
BASEMENT
GARAGE SEC
WELLS ST SEC
9TH ST SEC
10TH ST SEC
CJF LOBBY

And on any locations, if the location is not coming up, type just the first word (i.e. Less is More) - CAD should provide a verified address for most locations our squads normally respond to.

New locations:

Miller Park

The individual parking lots at Miller Park Stadium - Braves, Mets, etc - have been added.

Gates

Gates at Miller Park and State Fair have been added.

Road Patrol, Miller Compressing, Beerline, Lagoon, and the EB James Lovell Off Ramp have also been added or changed. N&S Towing is also in, but it needs a little tweaking. If you do a location detail for 'N', (only N!) it will come up for you on the 2nd page. "N&S" won't work, at this time.

You may wish to do a location detail and peruse these new locations to familiarize yourself with them. (for example - LD.Gate, etc etc)

There are also other additions that you will probably run into along the way.

All police departments should now be in - however, not all the aliases are in (i.e. "GRPD" and using "police") at the time of this email. They should be in within the next few days. Until then, please use this format:

Greenfield Pd
or
Hales Corners PD
or
Cudahy (and then pick from the list)

Etc

In a few days, in addition to the above, you should be able to use the mnemonic, (GRPD) and type out "greenfield Police".

Do not type out "Department" - or abbreviate the city - this will not give you the pick you want. Thanks.

The best way to get a pick for a park and ride is to put the first word in and pick from the list (it should be a short list in most cases) in most cases, the first word and the letter "P", (i.e. "hale p") will also give you the pick, except Ryan Road P&R, which has the "road" in there.

For info, all Park and Rides are in GGM as a "P & R". (yes - with spaces!), so if you type in "Holt park", you will not get the P&R as a pick.

Mile Markers and Exits can be found by using the following syntax:

MM#

Exit #

(where # = the mile marker or exit number)

Please note when searching for mile markers, DO NOT use a space between the number and the MM; it's just the opposite for the exits.

Also, the mile markers and exits are essentially the same; if a caller says they are at 'Exit 40', you can use the Mile marker (MM40) or the exit syntax (EXIT 40) to locate them.

Be aware, that there may be two separate, different locations for any given exit number; for instance in the example above, EXIT 40/MM40 can be on US45 or US41, so make sure you ask the caller follow-up questions to determine exactly where they are!

BASICS - FOR THE BEGINNER. . .

Hello new dispatchers! (and everyone else)

I've created this page to give all dispatchers easy access to information from previous emails I have sent regarding updates to the CAD system - and I'm hoping everyone will use this site for any 'friendly reminders' they may need on various subjects.

This section has basic info for new dispatchers.

There are three ways CAD recognizes addresses:

1) An actual address, for instance, 821 W STATE ST
2) An intersection, for instance, STATE/6TH, or I94 N/RYAN (You must use the slash for CAD to recognize an intersection - follow this link for more on intersections)
3) A common place, for instance, 'GRANT PARK' or 'OFF LEASH DOG PARK'


When trying to find locations in CAD a good rule to remember is:

'LESS IS MORE'

What this means is, say you are trying to find any given intersection, 'common place' or address - use just the first two or three letters of the name - CAD will provide all locations that begin with those letters. In some cases you may get far too many choices, but in most cases there will be at most only 4 or 5 locations to choose from during the verification process, which is better than not having any choices at all.

For instance, by entering

TE/WR

CAD will return the intersection of Teutonia and Wright.

This feature can be very helpful especially if you are not sure how to spell a location name. I can never remember how to spell Kinnikinnick, so I always just use 'KIN', example:

2600 S KIN

Will return the full address I'm looking for.


The interchanges can be tricky. However, there are two main options available for entering these locations.

1) You can use the common place location, for instance,

ES ZOO
NW STAD,
NW MITCH
etc.

2) Or you can use an intersection; the first half of the intersection is the freeway, the second half is the name of the interchange:

US45 N/GRANVILLE (Or using 'less is more' - US45 N/GRAN)
I43 S/MARQ
I794 N/LAKE
etc.

CAD will then give you all the choices applicable for this interchange. Simply choose the one that you want. Try it!

It's a good idea to get in the habit of collecting caller name and phone numbers, especially if it's a situation where our squads will be responding. It's important to enter this information in the correct way; using this syntax puts the caller name/number in the fields that are in the first page of a call; this makes it much easier to find it (it's very hard to find this information when it's in just floating about in the audit trail). So, in the comments field use the following syntax:

CN;Peter Brady
CP;2125551234

then, [F12] to transmit.

Likewise, you need to enter plate information properly as well. When a squad initiates a call and you enter the info as you will be trained, e.g.

41.US45 N/mill.123ABC.CM;RED BUICK.T;DISABL
(This is telling us SQ 41 is NB on US45 at Mill, the plate number is 123ABC. It is a disabled vehicle.)

This syntax will automatically put the plate info in the correct field and run the plate via Open Query. However, often times you will receive plate info after a call has already been created. In this case, you must enter the plate in the comments field using this syntax:

PN;123ABF

This will enter the plate info in the proper fields AND allow us to search our incidents for this plate. It is much easier to search for an incident number if you know the plate. However, if the plate is not entered using this sytax, we cannot search for it. (Using this syntax also runs the plate via Open Query, thus saving even more time!)


And please remember:
Less is More! when entering locations.
